While compliance has traditionally been seen as an obligation to be fulfilled as quickly and cost-effectively as possible, this paper discusses the potential for compliance to become a key to council’s success in achieving their compliance and performance goals.

The paper starts with a discussion of some of the high-profile breaches in recent local government history, noting there are no fewer than 20 recent examples with serious consequences. This leads to a discussion of the opportunity for councils to mitigate the risk of breaches by involving all staff in compliance goals: that is, creating a compliance culture.

The paper then discusses opportunities for using a compliance culture to influence the organisation’s performance objectives, as well as strategies for successfully building and maintaining a compliance culture.
