Chubb is trying to buy back businesses from franchise operators it partly blames for a rort that has exposed it to hefty penalties for signing up customers for security services it could not provide.

The company has also paid back $1.6 million to hundreds of businesses that did not receive the mobile patrols and is installing a barcoding and global positioning satellite system to validate its performance as it fights to salvage its image.
