AUSTRALIA'S consumer watchdog has branded key legislation all but useless in its fight against big business' market power. Australian Competition and Consumer Commission chairman Graeme Samuel yesterday said section 46 of the Trades Practices Act, which deals with misuse of market power, was a major part of the problem.
